1. Open a new image with a black background and put your white type on it.

|
2. Duplicate your type layer and render it.
Apply Filter/ Pixelate/ Fragment2 or 3 times.
| | ![](https://lh3.googleusercontent.com/blogger_img_proxy/AEn0k_sepcHZu2V1PA-wFHjKcRGRxUyO0d0My9CqhoSODuLmI_daGUDc2lu7aHltIAY-LOPOGaQaw_lKvuB1d-kkhq4vhI_D60_TR8HTLcCTmGJxirs=s0-d) ![](https://lh3.googleusercontent.com/blogger_img_proxy/AEn0k_u-Q7CSE75t9ktl7-SQciYBRXsyzkADBDMWY4ZNmbJL9ljv8yTLQOv9lGCMRvYRUj6sOl84M8EY0jhlGztbS62eQIeTaVLuu6sBQmXpPnZ1WhGXJ4o=s0-d)
|
3. Next we go to Edit/Free Transform and make the effect layer a bit larger. Only a bit (!) and be sure to center it afterwards!
| | ![](https://lh3.googleusercontent.com/blogger_img_proxy/AEn0k_sepcHZu2V1PA-wFHjKcRGRxUyO0d0My9CqhoSODuLmI_daGUDc2lu7aHltIAY-LOPOGaQaw_lKvuB1d-kkhq4vhI_D60_TR8HTLcCTmGJxirs=s0-d) ![](https://lh3.googleusercontent.com/blogger_img_proxy/AEn0k_toqj5tfIIGmlqsk-9u1YqRkIWt9aS3IvqCiodEKb2H2e2ubmN5F2sXHGQDKbgIXIhn4AFXVUF0vRWdQlS1VmdgMifVbAPPPN9sMKbRiK-oGAR06Qk=s0-d)
|
4. Now let's activate the original type layer and set it's opacity to about 35%.
Well... looks good to me :-)
-especially on larger image sizes-
Ready if you don't want any colour in it!

|
5. You can change the colour of the wobbly layer (and the type layer) by using image-adjust-hue/satursation > check the "colorize" box.
...seems to be perfect for walls...
